The survey was designed to estimate environmental values suitable for integration into MOSAIC, a bio-economic model for catchment and farm level planning. Local residents, as well as distant rural and distant urban communities, were surveyed in three NSW catchments (Lachlan, Namoi and Hawkesbury-Nepean) using choice modelling (CM). The survey aimed to find out respondents’ attitudes about, and preferences for, potential natural resource management (NRM) improvements. In total, 3,997 responses were collected from seven different locations in NSW. This paper describes a comparison on farmers’ participation in farmers’ organisations and attempts to explain why they prefer to carry out production and marketing activities by themselves. It also examines the implications of the findings for rural extension and related services. A total of 122 interviews were conducted with different categories of farmers and with the extension workers. The comparative analysis of two case studies (Cruz Alta and Pantano) showed that socio-economic characteristics were not very significant in determining the level of farmers’ participation in farmers’ organizations in Minas Gerais. Export base theory, which posits that overall regional growth is a function of external sales of locally produced goods and services, dominates economic development practice. But the consumption base can also serve as a growth driver, especially in small towns and rural areas. Local investments may induce residents to divert expenditures into local purchases, attract new and footloose residents and tourists, and revitalize aging town centers. This paper introduces the Index of Relative Rurality, a continuous measure of rurality. The index is based on four dimensions: population size, density, percentage of urban residents, and distance to the closest metropolitan area. The index varies from 0 (most urban) to 1 (most rural). Compared to existing means of measuring rurality, the index is continuous and thus does not suffer from problems that arise when using arbitrary thresholds to separate discrete categories. This shift away from often ill-defined categories of rural and urban, to measuring the degree of rurality will shed new light on a wide array of rural issues ranging from rural poverty to economic growth. The main objective of this paper is to critically examine the GOPEC's evaluation of the peasant colonization segment of the GOV program, "the core of the problem that this committee was called upon to report".
